If it looks like there should be levels, but there aren't, all you have to do is beat the last one that you have. New levels don't show up until you get past the furthest available one:

And if you've gotten far enough to see "Dragonia will Expand Soon" then you've reached the end of the levels for now, and you can look forward to new levels in a future update.
